从这一认识出发，本文采用实证研究和规范研究、定性和定量分析、比较研究等方法，运用战略管理、高等教育管理和系统科学等理论，首先阐述了大学的一般概念和学科建设的内容及其在大学中的地位和作用，然后在此基础上分析了我国大学学科建设战略的要素，并建立基于外部、内部和核心的大学学科建设战略分析和选择模型，最后探讨学科建设的目标、过程和内容、途径和方法三个方面的具体内容和相互关系，进而建立揭示以上关系的战略实施模型，以探讨提高我国大学竞争力的学科建设战略。
